MICHELLE RIVASI ET LES DEPUTES EUROPEENS EN VISITE à ITER EN MAI



Bonjour,

Une délégation du Parlement européen (commissions Energie et Budget) doit visiter le site de Cadarache et 
rencontrer les différents protagonistes du projet ITER.
LES 16 17 18 MAI PROGRAMME EN ANGLAIS CI-DESSOUS
Vous verrez (cf. programme ci-dessous) que peu de place est laissée aux opposants au projet. Michèle Rivasi 
tente d'inclure au programme un temps de rencontre avec les associations et élus opposés au projet ou 
critiques sur ses impacts locaux.

Il s'agit en fait de "vendre" aux députés de la commission Budget le projet et la nécessaire hausse budgétaire 
liée à l'explosion de ses coûts de construction. Il faut savoir que le compromis boiteux trouvé l'an passé ne 
répond pas du tout au triplement du budget ITER phase 1 et qu'il faudra effectuer de lourds transferts 
budgétaires sur le prochain exercice dans un contexte d'austérité drastique et de "reflux" de la filière nucléaire 
(fission et fusion).

Le but de cette visite est aussi de montrer qu'il y a une "acceptabilité sociale" du projet localement.
A nous de prouver le contraire.

17:00-17:10: Welcome address by the Co-Chairs of the EP delegation, Ms. Anne Jensen (Committee on 
Budgets) and Mr. Bart Staes (Budgetary Control Committee)

17:10-17:50: Presentation by the Director-General of the international ITER project, since 2010 Prof. Osamu 
Motojima (from Japan) (confirmed) (Presentation on the scientific concept and the overall structure of ITER, 
specifically the cooperation between the international partners of ITER: EU, US, Japan, China, Korea, Russia and 
China), and discussion (20 + 20 min)

17:50-18:30: Presentation by the Director of Fusion for Energy (F4E), Mr. Frank Briscoe (confirmed) (Mr. Briscoe 
who already paid a visit to BUDG and ITRE Committees in Nov. 2010 in 2010 took over as CEO of this EU arm of 
ITER based in Barcelona; presentation of the government and financial structures of the international ITER 
project and its EU arm, the technical concept behind ITER, the possible evolution of the ITER budget and the 
financial control mechanisms in place), and discussion (20 + 20 min)

18:30-18:50: Presentation by the Chairman of the Governing Board of F4E, Prof. Carlos Varandas (tbc) 
(Presentation of the government and financial structures of F4E, and more specifically the role of the Governing 
Board serving as supervising body of F4E consisting of representatives of Euratom (the Commission), all 27 
member states and Switzerland. The mandate of the current Governing Board will end in June 2011), and 
discussion (10 + 10 min)

18:50-19:30: Presentation by the Directorate General for Research and Innovation of the European 
Commission, possibly by the Deputy Director General, Mr. Rudolf Strohmeier or the Director for Energy, Mr. 
Raffaele Liberali, (Presentation of the Energy research priorities, the role of Fusion research, the reasons for the 
increased financing needs of ITER and the development of the government, financial and internal control 
structures), and discussion (20 + 20 min)

Possibly joint dinner of EP delegation (paid individually), evaluation of the first day, preparation of the up-
coming meetings

Transfer from Aix-en-Provence by bus to the ITER site in Cadarache (45 min north of Aix-en-Provence)

- Short welcome address by the Director-General of the international ITER project, Prof. Osamu Motojima 
(confirmed)
- visit of the construction site of ITER in Cadarache (Excavation hole for the ITER Tokamak reactor, future ITER 
headquarter), probably with two busses (EN/FR?)
11:30-13:00
- visit to the neighbouring French nuclear and fusion energy research centre of the "Commissariat à l'énergie 
atomique et aux énergies alternatives" in Cadarache where a small experimental fusion reactor on laboratory 
level ("Tore Supra") can be visited, probably with two busses

Possibly lunch at CEA restaurant

head of the accounting services of F4E and/or ITER (on the operation of budgetary implementation systems and 
procedures) (tbc), and discussion (30 min)

16:15-17:00: Procurement and Grants

- Presentation (10 min) by the Chairman of the Executive Committee of F4E, Prof. Karl Tichmann (tbc). 
(Presentation of the specific role of ExCo bringing together 13 people who represent the Governing Board and 
its activities, especially concerning procurement contracts and grant; the mandate of the current ExCo will end 
in June 2011.)
- Presentation (10-15 min) of one or two international contractors of the ITER project (tbc), including 
representatives from SMEs (names to be suggested by the COM)

- Discussions (20-25 min)

17:15-17:45: Agence ITER France

Presentations of the director of the "Agence ITER France" within the "Commissariat à l'énergie atomique et aux 
énergies alternatives" (CEA), Mr. Jérôme Paméla (Presentation of the activities of this domestic agency managing 
the French contribution to the ITER project and being in charge of the infrastructures and the buildings on the 
ITER site), and discussion (15 + 15 min)

17:45-18:30: Exchange of view with local and/or regional representatives

Short interventions by 3-4 local and/or regional representatives, for example representatives of Saint-Paul-
lès-Durance, the local authority of Cadarache, or other local authorities in the vicinity of Cadarache or 
representatives of Bouches-du-Rhône department (Conseil Général et Préfet, possibly also of the three other 
departments next to the Cadarache site, Groupe du suivi auprès de la Préfecture to be contacted in cooperation 
with French delegation members) or of Provence-Alpes-Côte d'Azur region (Presentation of regional and local 
discussion about the overall impact of the ITER project on the region)

Short interventions by 1-2 representatives of local groups (Presentation of local discussions on the
